Position Summary/Objective:
Responsible for monitoring cash accounts, banking transactions, maintaining accounts receivable, processing journal entries, billing, and budgeting.
Essential Functions: (Duties and Responsibilities)
- Performs daily online banking functions, including preparing physical and online bank deposits, reviewing direct deposit vouchers, and preparing variance analysis of bank accounts.
- Performs transfer of funds between bank accounts to ensure positive balances are maintained in each performance.
- Maintains accounts receivables pending files, monitors receipts activity to ensure funds are received on a timely basis, and performs follow-ups with appropriate personnel if funds are not received when expected.
- Reconciles all cash accounts according to timelines established in Agency’s accounting and fiscal policies.
- Enters cash receipts continually through the G/L accounts receivable module to ensure cash balances in the accounting system properly reflect the Agency’s cash balance.
- Record cash transactions related to payroll taxes into the accounting system and ensure withdrawals are made by the bank on a timely basis.
- Prepares a monthly schedule of cash receipts for all programs.
- Prepares regular billing invoices for reimbursement of expenses for assigned programs; reviews support documentation provided by program staff for appropriateness and required approvals prior to invoice preparation.
- Acts as a budget specialist for assigned programs to prepare periodic expense/revenue forecasts. Monitors budget-to-actual differences for assigned programs.
- Identifies program spending needs during fiscal monitoring of assigned programs, initiates additional drawdowns of funds when needed, and escalates fiscal concerns to Chief Financial Officer (CFO) and program management.
- Maintains specific program information in Agency’s accounting databases managed in conjunction with GL; answers financial inquiries about the program from internal staff and external parties.
- Prepares all required monthly, quarterly, semi-annual, and annual financial reporting documents for assigned programs.
- Compiles and analyzes various types of financial data from the GL and prepares reports for agency staff and external parties; creates high-priority reports requested by CFO.
- Assists in monthly and year-end financial close-out activities; prepares various expenditure and revenue schedules for annual financial statement audit.
- Interacts with a variety of Agency staff, as well as external parties; contacts internal departments and/or outside agencies to resolve problems.
- Trains employees in other departments, as needed, on appropriate accounting and fiscal policies of Step Up Suncoast.
- Researches abandoned property issues and prepare appropriate reporting to the State of Florida.
- Act as back-up for the Accounts Payable Specialist.
- Follows all Step Up Suncoast, Inc. accounting and fiscal policies.
- Assists with other duties and projects as time allows
- Participate in Agency activities as required.
- Perform other duties as assigned.
Education and Experience Requirements: * Bachelor's or Associates's degree in accounting is desired.
- Years and types of experience may replace the Bachelor's or Associate's Degree requirement.
Training Requirements: Training deemed necessary to enhance job performance or gain additional skills needed to carry out the duties of the position.
Specific Knowledge, Skills, and Abilities Required:
- Strong technical accounting background.
- Knowledge and ability to evaluate, recommend and implement new fiscal methods and approaches when needed.
- Knowledge of nonprofit accounting, including treatment of restricted funds, deferred revenue, and accounting for government and private grants.
- Must have an understanding of accrual accounting concepts.
- Knowledge of the principles, methods, and practices of public financial administration, including budgeting, reporting, purchasing, and contract administration and negotiations.
- Knowledge of relevant objectives, practices, policies, procedures, operating rules and regulations, and laws applicable to Charlotte, DeSoto, Hardee, Manatee, and Sarasota counties.
- Knowledge of Uniform Guidance and Generally Accepted Accounting Principles. (GAAP)
- Must be proficient in the use of Excel and Word. (Intermediate user level required)
- Must be highly organized with the ability to manage accounting workflow, assist with problem-solving, multi-task efficiently on a daily basis, and effectively use office automated systems to input data to facilitate accounting tasks.
- Must be able to provide reports timely, accurately, and consistently with the ability to deviate from routine when high-priority needs arise.
- Must be able to add, subtract, multiply and divide.
- Ability to apply common sense understanding to carry out instructions furnished in written or oral form.
- Ability to meet deadlines and work under pressure with limited supervision.
- Must have the ability to read and interpret documents such as safety rules, operation instructions, and procedure manuals.
- Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to write business correspondence and procedure manuals.
- Ability to present information and respond to questions from groups of managers, clients, and employees.
Licenses/Certificates/Screenings:
- Must have a valid Florida Driver’s License.
- Must have reliable transportation for work-related travel, including nights and out of town.
- Must be insurable under Step Up Suncoast’s organizational policies.
- Pre-employment drug screening is required.
- Must pass a Level II criminal background check.
- Must agree to ongoing random drug/alcohol screening.

Work environment: The work site is usually a normal office setting with low to moderate noise levels.Expected hours of work: Hours of work and days are typically Monday through Friday, 8:00 am to 5:00 pm. Employees may be called upon outside these hours to attend other functions of the position or agency as needed.
Travel:
Local travel to carry out responsibilities of the position; and other agency meetings/training.
