Job Description :

The Director of Risk Management identifies risk and develops strategies to mitigate or avoid those risks. The Director of Risk Management serves a lead role in developing an organizational team focused on increasing safety and reducing risk.

Under the direction of the General Manager, this position will be responsible for all aspects of organizational safety and includes management of the Authority’s training department. Specific responsibilities include development, implementation, and administration of safety related policies, practices and strategies to increase workplace safety and to identify and mitigate risks. This position coordinates with all work areas to ensure operational safety and risk mitigation through a strategy of planning, monitoring, communicating, and safety training. As Director in this position will manage, and provide direction and oversite of the Authority’s Training Department.

Participates in and performs all duties described. This is a salaried position and may require frequent travel and work in excess 40 hours per week.

PRINCIPAL RESPONSIBILITIES:

  • Examines, designs, and implements alternative risk management and mitigation techniques, strategies, and measures. Monitors the effectiveness of techniques and makes changes as required. Directs and participates in the development of new programs, initiatives, and incentives to improve workplace safety.
  • Develops and administers a comprehensive organizational safety management plan.
  • Ensures compliance with federal, state, and local safety regulations by interpreting and enforcing safety standards and regulations and advising management.
  • Effectively manages safety and accident prevention programs by analyzing accident and incident data to determine actions necessary to reduce exposure and risk to the organization.
  • Performs periodic risk assessments at each MTA facility and create reports of findings.
  • Collects, compiles, and analyzes data to determine appropriate responses, identify remedial actions, and design training sessions to increase safety and reduce risk.
  • Participates in contract review processes for the Authority to ensure minimization of risk.
  • Supervises, directs, and monitors work performance of Training Department.
  • Prepares progress reports to share with the Board, General Manager, and staff.
  • Oversees the activities and recommendations of the safety committee.
  • Coordinates the design and presentation of safety training programs.
  • Manages and provides oversite of the investigation, administration, and adjudication of tort claims filed against the Authority; oversees the formulation of findings and makes recommendation for action and adjudication of claims for approval by the organization attorney. Serves as contact person for issues related to accidents/incidents, employee safety, and MIOSHA reporting and compliance.
  • Interprets laws, policies, and procedures (including federal and state) to ensure the Authority’s risk management programs are complying.
  • Assists in the maintenance of videos of accidents/incidents that may result in litigation.
  • Serves as MTA’s emergency management responder responsible for emergency preparedness and coordination with police, fire, and federal agencies during emergency situations.
  • Provides timely and effective written and oral communications as required or requested by the General Manager.
  • Performs other duties as assigned.

QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

  • Minimum of bachelor’s degree in related field is preferred. Five years of increasingly responsible professional level risk management; including two-years of supervisory experience. However, a combination of education, training, and demonstrated work experience may substitute for a degree requirement.Extensive operational leadership experience in administering safety programs, including the knowledge of occupational safety programs, standards, and practices.
  • Minimum of one (1) year of work experience in emergency management and safety related occupations providing leadership, direction, and training in a safety role.
  • Minimum of five (5) years of full-time work experience with unionized employees, administering a comprehensive safety program, including interpreting DOT, MIOSHA, and CDL regulations.

  • Working with diverse academic, cultural and ethnic backgrounds of community Authority students and staff.
  • Utilizing computer technology used for communication, data gathering and reporting;
  • Communicating effectively through oral and written mediums.

Expected to work in a normal office environment, however, must be able to travel to countywide work locations, perform safety related inspections, and may require periodic activities outdoors and potentially in inclement weather.
