SUMMARY
The Pricing Analyst helps to facilitate optimal pricing decisions by developing price proposals for government and commercial business opportunities. This position supports all CNI entities and is responsible for a variety of price proposals leading to initial contract award, supplemental acquisitions, contract changes, price redeterminations, terminations, and other requests as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Uses pricing principles and techniques to develop pricing models on a wide range of contract proposals, modifications, or terminations.
Analyzes all proposed costs to ensure allowable costs, allocation of costs and reasonableness.
Identifies items such as risk factors, extent of government assistance, amount of capital investment, and extent subcontracting requires justification and/or explanation.
Identifies ambiguous solicitation statements containing cost impacts. Makes mitigating recommendations to management.
Assists management with establishing pre-negotiation objectives, final negotiating objectives and/or conducting final price negotiations.
Obtains credit and financial position of company, commercial credit reports, cash flow, and guaranteed loans, where required by the Government solicitation, to establish financial capability to successfully perform the contract requirements.
Plans and coordinates the price and/or business (narrative) proposal, resolves issues as to the reasonableness of the various cost elements, justifies exceptions, and formulates price negotiation objectives to be recommended.
Obtains available historical data in support of price and/or business (narrative) proposal development.
Modifies historical data and/or previous price proposals due to changes in requirements, costs, and contract provisions in their application to the required proposal.
Uses initiative, creativity, and judgment in preparing price and or business (narrative) proposals based on interpreting data and analyzing the business environment as well as other economic factors.
Creates or assists in the creation of price and/or business (narrative) proposals in response to Government RFP, RFQ, Task Orders, and Wage Determination adjustments. Develops processes and strategies to meet outlined contractual pricing requirements.
Develops cost and pricing data responsive to the requirements of the solicitation. Interpretation of cost and pricing data requirements may be required in certain solicitations, and will be confirmed with Pricing Department leadership. Submits data to appropriate entity for review and approval.
Interacts with various departments and/or individuals (i.e., Human Resources, Payroll, Contract Accounting, Legal, Program Managers, LLC Managers, etc.) in order to obtain needed data and rationale for the pricing and/or business (narrative) proposal.
Assists in evaluating proposed labor rates, indirect rates, and escalation rates based on available sources, such as payroll records, internet salary survey sites, SCA/DBA wage determinations, and various published indexes (e.g., Department of Labor, economic forecasting services, actual indirect rates by LLC, etc.).
Reviews subcontractor price proposals to ensure total proposal price is reasonable and confers with Business Development, Operations, or LLC Management for rate competitiveness.
Helps in determining the extent and depth of review necessary to project company costs. Determines necessary steps to develop a competitive fee rate and uses tools to ensure overall opportunity is expected to meet company profit targets.
Consults with supervisor on controversial or unusual situations. Receives guidance on complex project requirements. Submits completed price proposals to the supervisor for review and feasibility of pricing strategy.
Obtains and utilizes pertinent data from other parties in developing pricings and establishing pre- and final-negotiation objectives.
Participates in or conducts pre- and or final- negotiations, and defends the price positions in the pricing and/or business (narrative) proposal.
Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole. Fosters an environment in which they will report any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.
EDUCATION / EXPERIENCE
Bachelor's degree in Accounting, Finance, Business or a related field of study and a minimum of three (3) years’ relevant experience, or equivalent combination of education / experience.
CERTIFICATES / LICENSES / REGISTRATION
Process Improvement Certification (e.g., Six Sigma, BPM, CMMI, Pricing Certification, etc.) beneficial but not required.
CNI does not support C2C or H1 B.
JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
Working knowledge of job order cost accounting as it relates to service contracting and/or manufacturing price proposals
Knowledge in methods of procurement used by the government and/or commercial entities
Knowledge and understanding of business process improvement techniques
Ability to read and understand pricing requirements outlined in contractual documents
Excellent computer skills with proficiency in Microsoft Office programs (i.e., Excel, Word, Outlook)
Ability to exercise discretion and independent judgment
Excellent verbal and written communication skills
Solid customer service skills with ability to develop professional relationships
Excellent organizational skills with ability to effectively manage multiple projects, priorities and deadlines
Detail-oriented with excellent analytical and critical thinking skills
Ability to work both independently and in a team environment
The pay range for this role is $90,000-95,000 with the final offer amount dependent on location, skillset, and experience.
