Summary:
The Lake Charles LNG Project Quality Manager is responsible for implementing a Project quality assurance system and oversight and verification of the EPC contractor’s QA/QC activities. The Quality Manager reports to the Project Director. The Quality Manager will act as the subject matter expert on all inspection and documentation matters, techniques and methods as needed for the quality assurance of the LCLNG project. The Quality Manager is responsible for assembling a QA/QC Team of individuals that are qualified by formal education, training and field experience in Quality Assurance roles and construction practices. The LCLNG manager will conduct oversight of EPC contractors activities including all NDE activities, review of the EPC Contractor quality system documentation and ensuring compliance with quality system requirements with respect to Inspection and Test Plans and Procedures for quality control. The Quality Manager will have several direct reports including QA/QC Specialists and inspectors. The Quality Manager will arrange and manage third-party shop inspections and contracts. The Quality Manager will ensure that all preservation procedures for vendor equipment and general bulks is complied with as well as inspecting all equipment and materials received on Site when delivered.
Responsibility:

• Will arrange and manage third-party vendor shop inspections and contracts
• Will implement the project quality management plan
• Will develop and track key project quality metrics (KPIs) and report to project leadership
• Will oversee the EPC contractor and ensure compliance to the EPC contractors quality management plan
• Will ensure adequate site preservation and equipment storage facilities are in place at the project site
• Will manage a team of inspection professionals at the construction site to ensure quality construction is delivered by the EPC contractor
• Will review and implement all inspection test plans as delivered by the EPC contractor
• Will manage quality risks and contribute to the project management systems
• Will conduct route cause analysis as required based on equipment or construction failures
• Will contribute to the non-compliance reporting systems for identified construction defects and will ensure adequate implementation of such systems

Required Skills
Qualifications:

• Bachelor's degree in technical area such as Engineering, Chemistry or Environmental Science
• Experience in LNG or gas processing
• 8+ years’ experience in a quality management position
• Experience of mega project execution including construction and procurement
• Experience in project management and organizational management.
• Deep understanding of quality management and quality assurance

Preferred Qualifications:

• Experience managing a team a team of inspection staff or technical personnel
• Experience in project management tools and procedures including risk management and control of change
• Awareness of EPC contract and commercial understanding
