Job Summary:

The Human Resources Manager administers all aspects of our human resources process and is responsible for the employee experience at NECS. This position will be responsible for helping recruit, hire, develop and retain individuals who are a core value fit for our organization. This position with also manage the administration of our payroll and benefits and will ensure that we are in compliance with all applicable laws and regulations. Duties are performed with a great deal of independence under the general direction of the Chief Financial Officer and with significant interaction with the Leadership Team and Department Managers.

Job Responsibilities:

· Manages the recruitment process, from initial posting to applicant screening and hiring. Collaborates with department managers to understand skills and competencies required for openings.

· Develops, administers, and monitors new team member onboarding process to ensure delivery of an exceptional employee experience.

· Conducts or acquires background checks and employee eligibility verifications (E-Verify and DOT).

· Manages employee off-boarding process, including exit interviews. Makes actionable recommendations.

· Administers performance review program and provides management with continuous improvement strategies.

· Ensures consistent employee disciplinary practices and required documentation is in place. Participate in disciplinary meetings, terminations, and investigations.

· Uses Paychex software to manage payroll, employee benefits and changes in employee status.

· Performs routine tasks required to administer and execute bi-weekly payroll and ongoing benefits administration (i.e. 401k, health and supplemental insurances).

· Oversees the scheduling, assignments, and workflow of independent contractors used for benefits administration and payroll.

· Conducts HR-related trainings for department managers and team members.

· Manages team morale and recognition activities.

· Reviews, tracks, and documents compliance with mandatory and non-mandatory training and continuing education.

· Monitors the tracking and completion of required injury reporting.

· Maintains personnel files consistent with legal requirements and best practices.

· Ensures company policies and practices are in compliance with federal, state, and local employment laws and regulations.

· Makes recommendations to management based on human resource trends, best practices and regulatory changes.

· Prepares employee data for monthly Best Team Member meetings.

· Supports management decision making with ad hoc labor/benefits reporting.

· Assists with preparation of annual labor budget.

· Perform other duties as assigned.

· Proficient with HR systems and Microsoft Office suite.

Required Work Experience/Education:

· Bachelor’s degree in Human Resources, Business Administration, or related field preferred.

· Minimum of 5 years of human resource experience.

· Experience managing payroll and benefits, experience with Paychex a plus.

· Professional HR certification preferred, but not required (i.e. SHRM-CP).
