Position Description
POSITION TITLE: Human Resources Manager
DEPARTMENT: Human Resources
ACCOUNTABILITY: Chief Financial Officer
Scope of Responsibility: The primary responsibility of the Human Resources Manager is to oversee the development, coordination, and execution of human resource and training related functions within the bank, including but not limited to the following:
Duties & Responsibilities:
1. Planning, developing, coordinating, and managing the human resource and training related functions within the bank through the management of the human resources department staff;
2. Maintaining confidential and positive employee relations by demonstrating respect, objectivity, and teamwork in all interactions with coworkers; ensuring confidentiality of employee information; planning and implementing various employee relations/satisfaction initiatives;
3. Managing the recruitment process and providing recruitment services to hiring managers by:
4. Overseeing the establishment and maintenance of employee personnel files in compliance with applicable legal requirements. This includes both paper files and the ADP/HRIS;
5. Ensuring the timely updating of human resource documents and database records, such as, service date/turnover list, employee staff lists, organizational charts, employee handbook, etc.;
6. Ensuring that new employee orientation information is complete and required documents are returned timely, including payroll tax withholding & direct deposit forms, Employment Eligibility Form I-9 with appropriate documents, and other bank policy acknowledgement documents;
7. Providing guidance and expertise with the ADP Work Force Now portal, to include: hiring and terminating employees, updating status and employment data changes, processing benefit enrollments & beneficiary changes, monitoring ADP timecard exceptions and following up with Time & Attendance Supervisors and employees, processing biweekly payroll, updating Time Off policies and balances and other year-end processes;
8. Managing the 401k retirement plan, to include: new participant & semi-annual enrollment procedures, calculating and submitting biweekly employee and safe harbor matching contributions to Nationwide, facilitating new participant loan and payoff requests, ensuring that payroll is appropriately updated, handling participant disbursement requests, and distributing plan information in compliance with ERISA guidelines;
9. Coordinating annual benefit plan, human resource, and payroll audit tasks with external auditors;
10. Providing customer service for both internal and external customers for human resource related inquiries or requests;
11. Negotiating, evaluating, and administering benefit contracts as needed;
12. Managing the benefits administration responsibilities, to include preparing benefits enrollment information packets for newly eligible employees, preparing annual open enrollment communications, answering benefit related questions and assisting employees in facilitating changes as needed; reviewing and reconciling benefit invoices and transactions;
13. Ensuring the accuracy and timely posting of payroll and benefit general ledger journal entries;
14. Evaluating and maintaining bank wide employee performance evaluation and salary administration programs;
15. Maintaining the Employee Handbook; preparing and distributing employee handbook revisions via ADP WFN Portal;
16. Coordinating with managers to provide guidance and support in handling disciplinary and counseling issues, as well as terminations to ensure compliance with policy and legal requirements;
17. Maintaining current knowledge of Equal Opportunity (EEO)and affirmative action guidelines, and laws, such as the Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Fair Labor Standards (FSLA), along with employment trends and best practices;
18. Consulting with legal counsel regarding policies and employment related issues as they arise, and communicating with Executive Management timely;
19. Preparing, maintaining, and communicating annual Affirmative Action Program updates;
20. Assuming other duties as assigned.
Contacts:
The incumbent of this position will work closely with the human resources department staff, senior management, department/branch supervisory & management personnel, new and existing employees, as well as, external applicants and audit firms for the purpose of coordinating and executing all human resource related tasks. Consult with legal counsel or governmental agencies on employment related issues as needed.
