Responsibilities:
Interested in joining our multi-disciplinary team working with clients to design and disseminate capabilities and solutions to the most challenging problems in Vulnerability Analysis, Encryption, and Data Science? In your role you will work with various teams to design, develop, deploy, maintain, and migrate solutions in multiple environments for various national security missions that are transforming the way law enforcement and intelligence communities handle and analyze information and translate it into actionable intelligence. This multi-faceted opportunity might be right for you.

You would join Noblis’ Law Enforcement Programs Division as we continue to grow our capabilities. Today our team consists of developers, scientists, engineers, researchers, and analysts that have served federal, state, and local government clients on the most difficult high-consequence problems in analytics, biometrics, AI/machine learning, encryption, and forensic science for over 20 years. Our team is engaged across the law enforcement and intelligence community and has been instrumental in making our customers’ programs successful in analytics, automation, and digital solutions spanning identity science, AI/machine learning, reverse engineering, encryption, systems engineering, software development/integration, DevOps, and cloud technologies.

Responsibilities
  • Developing complex software to satisfy design objectives for applicable government computer equipment
  • Derive design specifications for functional activities
  • Windows and Linux application and driver development
  • Utilize programming languages such as C, C++, C#, and .NET Framework
  • Apply networking protocols such as transmission control protocol, Internet Protocol, and network-based communication protocols including reverse engineering of applications
  • Utilize scripting languages such as Python, JavaScript, and shell scripting
  • Understanding database formats like Oracle, Microsoft SQL, etc.
  • Utilize agile methods to plan, develop, and deploy applications
  • Collaborate with teammates and government personnel to develop quality solutions
Qualifications:
Minimum Experience and Education
  • Top secret clearance with ability to obtain TS/SCI with CI poly
Junior-Level
  • B.S. degree in Computer Science, Computer Engineering, Electrical Engineering, or Computer Information Systems
  • 2+ years of technical experience as a developer on host application and/ or embedded processing system

Mid-Level
  • B.S. degree in Computer Science, Computer Engineering, Electrical Engineering, or Computer Information Systems
  • 5+ years of technical experience as a developer on host application and or embedded processing system

Senior-Level
  • B.S. degree in Computer Science, Computer Engineering, or Electrical Engineering; or Master of Management of Information Systems Degree (MMIS) or Master of Science Degree in Information Systems
  • 8+ years of technical experience as a developer on host application or embedded processing systems.
  • 5+ years of technical experience as a developer working on lawful intercept solutions

Desired Qualifications
  • Experience using Scrum, Lean, or SAFe agile methods
  • Visual Studios 2008 and above
  • Familiarity with XenApp and XenDesktop
  • Network Transport protocols and framework
  • Knowledge of using software collaboration tools such as Subversion, Team Foundation Server, or Visual SourceSafe
  • Relational Database design and maintenance
  • Experience working with SDKs and APIs to integrate third-party apps
  • Knowledge of threading to improve performance
  • Experience creating an application utilizing the WinForms environment (C# and .Net) with no less than 50 end-users
  • Demonstrated experience in reconstruction of known and unknown proprietary data structure
  • Experience working on software development projects in an Agile Development environment
  • Mid-Level: 5+ years experience writing and supporting individual mission-specific software tools to support forensic analysis of digital evidence
  • Mid-Level: Experience with design of software tools that include system calls to other third party tools and utilities specified by the Government

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position
is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
